NEW DELHI: Alleging "intimidation" and "coercive behaviour" of services minister Saurabh Bharadwaj earlier this month, IAS officer Kinny Singh has written to the chief secretary saying it would be "difficult" for her to attend any "personal meeting" with the minister unless "adequate safeguards and appropriate conduct" were ensured.
The Aam Aadmi Party, however, termed the allegations as "completely" false and alleged that administrative officers were being "forced" to make complaints against their ministers. In a statement, the party said, "This is BJP's cheap politics. Have you ever heard of such things in the history of India? Saurabh Bharadwaj is a very decent person. He is polite even with his adversaries. Obviously, the officers are making such complaints under BJP pressure. The day services come under the state government, the same officers can be made to complain against the chief secretary, the lieutenant governor and BJP politicians. But we won't indulge in such cheap politics."
In the incident report to the chief secretary, which is also marked to the LG's office and Union home ministry, Singh, a special secretary in the services department, alleged that she was called by Bharadwaj to his chamber in the afternoon of May 16. Her senior then, services secretary Ashish Madhaorao More, was also present.
Singh alleged that the minister threatened to destroy her career. In her report, she wrote, "I would like to submit that we (Kinny, More and deputy secretary Amitabh Joshi) are completely intimidated by the behaviour of the minister... I have been sincerely performing all duties assigned to me as per my work allocation and have been giving time-to-time information as required by the minister." Singh added that "despite threats and intimidations" she was maintaining a working spirit for continuance of public work.
She went on, "I have lost trust that my personal safety and dignity will be ensured whenever called for a personal meeting. Hence it is submitted that it would be difficult for me to attend any personal meetings with minister Saurabh Bharadwaj unless adequate safeguards and appropriate conduct are ensured."
Similar allegations were levelled by More in a separate incident report submitted to the Union home ministry, the LG and the chief secretary.
Singh also requested the chief secretary to provide her with "adequate security" in view of "unexpected coercive behaviour" of the minister.
Government sources, however, said that Singh had been served a show-cause notice to explain her conduct, including dereliction of duty, insubordination and providing unauthorised possession of sensitive files to YVVJ Rajasekhar, special secretary I, services in spite of contrary directions.
A government source said, "She knowingly delayed the presentation of a report about past civil services board meeting minutes to her minister-in-charge. All her conduct is a matter of record and is available as documentary evidence with the government. All these allegations against the government are an afterthought to save herself and her colleagues from potential disciplinary proceedings."
